Why We Turn Down Cheap Cleaning Tenders (And Who The Clean Factor Is NOT For)

4 min read

Most commercial cleaning companies in Melbourne will promise you the world to get your signature on a contract. They will nod at every item on your scope of works, undercut the nearest competitor by 30%, and promise your facility will gleam from day one.

Three weeks later, the reality sets in. The bins are emptied and the foyer smells faintly of lemon disinfectant, yet the bathroom grout is darkening, the kitchen splashbacks are sticky, and the high internal glass hasn't been touched. When you check your security alarm logs, you discover the "two-hour nightly clean" you are paying for is actually one person rushing through the building in 22 minutes.

At The Clean Factor, we prefer to save Facility Managers, Strata Managers, and Business Owners that headache upfront.

If you are looking for cheap operators or a 20-minute wipe-down pretending to be a 2-hour shift, we aren't the right fit.

Being upfront about who we don't work with saves everyone time. Before you request a proposal from us, here are the four types of contracts we actively turn away—and why that protects the Melbourne businesses we do partner with.

1. We Are NOT For Buyers Chasing a "$25-an-Hour" Quote

Every week, Melbourne business owners are pitched commercial cleaning rates that are mathematically impossible to deliver legally.

Let's look at the actual numbers under Australian law:

  • Under the Cleaning Services Award [MA000022], the legal minimum base rate for a Level 1 adult commercial cleaner is $27.08 per hour, or $33.85 per hour for a casual employee—before evening, weekend, or public holiday penalty rates even apply.

  • On top of base wages, a legitimate contractor must pay 12% Superannuation (which under 2026 Payday Super laws must be paid alongside wages), Victorian WorkCover insurance, must have a Labour Hire Licence, must pay Portable Long Service Leave, payroll tax, leave accruals, and $10M–$20M Public Liability Insurance.

  • Add commercial-grade sanitation chemicals, colour-coded microfibre consumables, and industrial machinery maintenance.

When a cleaning company quotes you $28 or $30 per hour on an invoice, one of two things is guaranteed to happen:

  1. They are engaging in sham contracting or illegal wage theft inside your building.

  2. They are "phantom billing"—quoting you for a 3-hour shift, paying their cleaner for 1 hour, and instructing them to only empty the bins and run a vacuum down the middle of the hallway.

We price every proposal transparently based on the actual time required to sanitize your facility properly while paying our people legally.

2. We Are NOT For Businesses Willing to Risk $660,000 Labour Hire Fines

Many Melbourne Operations Managers assume that if a cleaning company breaks the law, that is the cleaning company's problem. In Victoria, the law says otherwise.

Commercial cleaning is a regulated sector under the Labour Hire Licensing Act 2018 (Vic). The business hiring the cleaning company (referred to in legislation as the "Host") carries a direct legal obligation to only engage a licensed provider. Furthermore, under the October 2026 Victorian Labour Hire supply-chain amendments, every single entity in a subcontracting chain that supplies cleaning labour must hold its own active licence.

  • The Penalty for Host Businesses: Using an unlicensed commercial cleaning operator—or a cheap broker who flicks your building to unlicensed subcontractors—exposes a corporation to penalties exceeding $660,000 (and over $160,000 for an individual director or manager).

If a buyer doesn't care whether their contractor holds an active Victorian Labour Hire Licence or comprehensive insurance, we aren't the contractor for them. At The Clean Factor, our Victorian Labour Hire Licence and Certificates of Currency are provided before we ever step foot on your site.

3. We Are NOT For "Mop-and-Bucket" Cover-Ups

Swishing a dirty string mop in a bucket of grey, cold water and spreading it across your bathroom or warehouse floor isn't cleaning—it is painting your tiles with bacteria.

If you just want someone to spray air freshener so the office smells clean at 8:30 AM, plenty of budget operators will oblige.

We invest in clinical and industrial-grade hardware because manual shortcuts don't work on commercial surfaces:

  • Mechanized Floor Scrubbing: Instead of spreading dirty mop water into your grout lines, we deploy i-Mop XL scrubbers and walk-behind automatic scrubbers that scrub with counter-rotating brushes and extract dirty water completely off the floor.

  • Pure-Water High-Reach Glass & Vents: Instead of ignoring high internal atrium glass, warehouse beams, or air-conditioning vents—or charging you thousands for scissor-lift hire—we use composite carbon-fibre poles paired with demineralized pure-water systems to leave high surfaces spotless from the ground.

  • Strict Colour-Coded Hygiene: Washroom cloths and equipment never cross into kitchenettes, boardrooms, or classrooms.

4. We Are NOT For the "Subcontractor Carousel"

Have you ever signed up with a sleek corporate cleaning salesperson, only to never see them again once the contract starts?

A huge portion of the commercial cleaning industry operates purely as sales brokers. They win your contract, take a 35% margin off the top, and sell your building keys to the lowest-bidding subcontractor on a message board. Because that subcontractor is squeezed on margin, they cut corners until you complain, get replaced by another subcontractor three months later, and the cycle repeats.

We don't play the subcontracting game. When you partner with The Clean Factor, you deal directly with the founder, and your site is looked after by a vetted, uniformed, directly managed team that knows your security protocols and your exact scope of works.

Who The Clean Factor IS Built For

If you read the list above and breathed a sigh of relief, we will get along brilliantly. We partner with:

  • Facility & Operations Managers across Dandenong, Clayton, Port Melbourne, Keysborough, and Greater Melbourne who are tired of playing "cleaner police" every Monday morning.

  • Childcare Centres, Medical Clinics & Schools where infection control, safe chemical handling, and audit-ready hygiene are non-negotiable.

  • Strata & Owners Corporation Managers who need common areas, lifts, lobbies, and high glass maintained proactively before residents ever have to lodge a complaint.

  • Industrial & Warehouse Facilities that need real machinery capable of handling heavy foot traffic, hard floors, and staff amenities properly.

Ready for a Quote That Actually Reflects the Work?

When we walk through your facility to prepare a quote, we don't guess. We measure the square metreage, assess the flooring and glass types, map out the exact labour hours required to maintain a high standard, and give you an honest, transparent proposal.
